PPS25 sequential tests and exception tests Flood risk is a serious issue and planners are increasingly keen to direct new development towards areas with the lowest risk of flooding. So when sites are brought forward in areas where there is a high risk of flooding, the planning application may be refused if the developer cannot demonstrate that there are no other suitable sites within a lower flood risk area.

The importance of assessing and avoiding flood risk when planning for new development is set out in Planning Policy Statement 25 and two key components of this are the Sequential Test and the Exception Test.

This requirement to provide information to the local planning authority to satisfy the Sequential Test and the Exception Test needs to be addressed at an early stage in order to identify and manage any potential risks and allow projects to proceed with greater certainty of securing planning permission.

		TRIGPOINT Conservation & Planning prepared a Sequential Test report in support of a planning application for a data centre and office development within a high flood risk zone close to the centre of Nottingham. The report provided a summary of the availability and suitability of alternative development sites in the neighbouring regeneration area having regard to their comparative flood risk, planning status and site area and was able to conclude that there were no other sites in the locality that could accommodate the proposed development and that the Exception Test was not necessary.
